  • Tenders are invited for Selection of an International Service Provider for the Evaluation of the Support Project for Rice Activity Systems in the Mangrove Territory The SARITEM project aims, in line with previous projects implemented by the Government, to develop a global approach combining public investment in major structures (protective dykes; structures; logging roads) and private investment by users (corresponding and maintenance), in developments where the development allows farmers to release enough surpluses to contribute to maintenance. In return, the public authorities (DNGR, local authorities) must provide the necessary support services and mobilize additional resources for large-scale repairs while monitoring the work carried out by the companies. This project is part of a global approach to development from the point of view of sustainability through its three dimensions: i) social (organization of users and maintenance of perimeters); ii) economic (production systems and maintenance of structures) and iii) environmental (management of rainwater and marine water; stabilization of rice cultivation). The completion of the works and the rehabilitation of the perimeters damaged after the exceptional climatic events of 2015 must be ensured as a priority. Only these bases will make it possible, in a second phase, to ensure the extension of the developments in Lower Guinea South. The intervention also articulates actions concerning the downstream of the rice sector and other agricultural activities to mitigate the risks linked to the vulnerability of the ecosystem, particularly in terms of salt production (substitution of fire-bearing salt production by solar) and rice-fish farming (increasing the productivity of the mangrove production system and encouraging agricultural practices that respect the environment). From this stems the architecture of SARITEM or the support project for Rice-growing Activity Systems in Mangrove Territories, the purpose of which is to contribute, in a sector and territory logic to: "improving food security and income in systems of sustainable rice-growing activities in mangrove territories while preserving the surrounding ecosystem”. The components, or expected results, of the intervention can be organized into three components, as follows: β€’ Component 1: Development & maintenance of rice fields o Component 11: Rehabilitation and extension of facilities o Component 12: Management, upkeep and maintenance of facilities β€’ Component 2: Sustainable agricultural development and development of the rice and solar salt sectors o Component 21: Sustainable agricultural development o Component 22: Downstream of the rice and solar salt sectors β€’ Component 3: Coordination, monitoring-evaluation and environmental and social due diligence o Component 31: Environmental and social support measures o Component 32: Monitoring -evaluation o Part 33: Project coordination The implementation of the SARITEM project involves the coordinated mobilization of a set of actors. Description of the services required Before the completion of the project activities, the latter launches a mid-term evaluation mission which aims to: i. Draw up an informed, reasoned and balanced assessment of the results obtained by the SARITEM project, on the date of the evaluation, on the basis of all the information available and the consultation of all the stakeholders; ii. In particular, examine and assess the coordination mechanism and the monitoring-evaluation system; iii. Give an opinion and formulate recommendations on the modalities of its prosecution. Volume and nature of the expertise required These services will be carried out by a multidisciplinary team made up of international and national consultants. This team will be made up of seven experts meeting the following profiles in terms of qualifications, skills and experience: Agronomist, Agro-Economist, GR engineer or hydraulics engineer, sociologist or GIS specialist. The budget is capped at 150,000 euros. The staff will include in particular for the three international experts: 1. A head of mission with a generalist profile - agro-economist (BAC +5 or equivalent) with a minimum of 15 years' experience as a long-term expert in rural development projects and at least two project evaluation mission leader (final or mid-term). He will have proven experience in support projects for agricultural sectors in Africa, including two focusing on the rice sector. 2. An agronomist or agro-economist FO specialist (BAC +5 or equivalent) with at least two long-term experiences (minimum two years each) in structuring and supporting farmers' organizations. He will also have proven experience in supporting the provision of services by farmers' organizations to their members (agricultural advice, supply of inputs, farm management, etc.). 3. A specialist in social water management with training in rural or hydraulic engineering (BAC +5 or equivalent) with at least 5 years of experience in social water management. He will have proven experience in supporting organizations of users of hydro-agricultural development, particularly in the organization and implementation of the management and maintenance of collective infrastructure. The staff will include in particular for the three national experts: 4. An agronomist (BAC +5 or equivalent) with twenty years of experience in food production and in particular rice cultivation. He will have proven experience in supporting Producer Organizations. He must prove that he has taken part in at least 5 short-term missions, including 2 evaluation missions. Experience in a mangrove area will be an asset. 5. An environmentalist/sociologist (BAC +4 or equivalent) with ten years of experience in sociological studies, environmental and social impact studies in rural areas and ESMPs. He will also have carried out in-depth studies on the availability of labor for labour-intensive and rural works within the framework of projects financed by donors.
