• Tenders are invited for Recruitment of a National Consultant for the Development of the Mapping of the Stakeholding Parties in Risk Communication and Community Commitment 1. Background and Justification : The « Regional Pandemic Prevention Support Program in the ECOWAS region ( RPPP ) » is a program of German Development Cooperation ( GIZ) aimed at improving the advice of the Commission from ECOWAS, of the West African Health Organization ( OOAS ) and of the Regional Center for Disease Monitoring and Control ( ECOWAS-CRSCM ) to the Member States for the establishment of control mechanisms diseases selected in accordance with the International Health Regulations ( RSI ). During public health events and emergencies, risk communication is an important tool considered to be part of the mitigation and prevention of health risks, response and control of epidemics, as well as the recovery process after the outbreaks. It can be used for different objectives, such as raising awareness, encouraging social and behavioral change, informing to promote risk acceptance and management of measures, and involve actors in decision-making at all levels. The GIZ RPPP Program aims to strengthen certain key RSI 2005 capacities through the following intervention fields: 1. Risk communication, 2. Interinstitutional coordination and communication. The phase being implemented falls within the same areas of intervention with an orientation towards One Health strategies to respond to public health emergencies. The RPPP/GIZ wants to recruit a national consultant to mapping the stakeholders involved in risk communication and community engagement during the various phases of epidemic management in Guinea. 2. Functions / Responsibilities / Tasks of the Consultant  Develop a work plan and detailed timetable for this contract ;  Carry out a documentary review, on the mapping of CREC actors in Guinea ;  Propose and develop appropriate data collection tools / guides ;  Analyze and map the main actors of CREC in collaboration with the technical advisor of the RPPP in Guinea and other resource persons or institutions ;  Identify or collect CREC activities carried out by these stakeholders during public health emergencies that Guinea has known and the difficulties known in the exercise of their mission  Participate in the survey of the various authorities involved in CREC in the regions and prefectures of Guinea ;  Write a preliminary results report  Prepare the stakeholder mapping presentation and validation workshop  Facilitate the stakeholder mapping validation workshop in Guinea ;  Insert comments suggestions and recommendations from the workshop in the report  Write the final report 3.
