ISSUE DATE AND TIME: Aug 29, 2023 12:38 CLOSING DATE AND TIME: Sep 07, 2023 23:59 Recruitment of a consulting Firm for the resources mapping and expenditure tracking of the health sector Contract period: September 1st; 2023 to June 30; 2024 BackgroundThe Global Financing Facility for Women; Children and Adolescents (GFF) Initiative is a country-led partnership that aims to intensify efforts to end maternal; newborn; child; and adolescent deaths due to preventable diseases; and to improve the health and quality of life of women; adolescents; and children. Guinea became eligible for GFF support in 2016; after formulating the need in response to its worrying reproductive; maternal; neonatal; child and adolescent health (RMNCAH) main indicators: (i) maternal mortality reached 550 per 100;000 births in 2016 (MICS); above the average sub-Saharan African rate of 510; (ii) infant mortality was 94 per 1;000 live births; which remains above the regional level (World Bank; 2016); (iii) nearly 32% of children under 5 in Guinea show signs of stunted growth and development (MICS 2016).Since then; the GFF has been working to provide support to Guinea towards a more sustainable way forward where the government leads and bring global partners together to support a prioritized; costed national plan called and updating the Investment Case (IC). The IC is a multi-year plan that identifies; costs; and determines the resources available for a prioritized set of high-impact RMNCAH-N interventions that are aligned to the national health policy (NHP); the national health development plan (NHDP) and; as much as possible; the RMNCAH Strategic Plan. It represents an advocacy document that aims to support an integrated health system to maximize the outcomes for RMNCAH. This investment case seeks to identify and prioritize strategies and interventions to address the existing bottlenecks in the delivery of the RMNCAH+N services in the EHP through a health systems approach. It aims to progressively increase domestic resources for health and reduce inefficiencies in health spending over time through coordinated planning and investment. This new model focuses on public development assistance; but combines external support; domestic financing; and contributions from the private sector by exploiting their synergies). The IC aims to influence resource mobilization strategies through concentration and equitable alignment of funding towards the priorities identified in order to obtain more results for reproductive; maternal; newborn; child and adolescent health and nutrition in Guinea.is consistent with the resources available in the short term; and its capacity to help the authorities to strengthen their health financing system so as to generate more substantial and sustainable domestic financing. The first IC was finalized and approved in June 2017. It was composed of five (5) pillars of the health system to achieve its objectives as priorities; all in line with the principles and aims of the National Health Policy (NHP) and the priority actions of the National Health Development Plan (NHDP) 2015-2014 and the health system recovery and resilience plan (HSRRP) 2015-2020. The Health Sector Coordination Committee (HSCC) was expected to serve as a national platform for the implementation of the IC; a multisectoral platform that would ensure that all stakeholders; including technical and financial partners (TFPs) and the private sector; follow the IC. Unfortunately; the failure of the latter and the high turnover at the ministry of health (MOH) level; impeded the implementation of the 2017 IC. Therefore; in 2020; the MOH; in collaboration with its partners; revised the IC in order to correct the elements of dysfunction for better operation. The updated IC was validated in April 2022.Alongside the IC; the MOH carried out resource mapping and expenditure tracking (RMET) in collaboration with the World Bank and the GFF in 2020 to collect data on funding from the various partners working in the health sector. This exercise made it possible to identify the financing sources and agents; to estimate the level of commitments and their thematic and geographic distribution; and it enabled a better understanding of the nature and sources of the aid received; and its contribution to the IC priorities as well as to national strategy objectives. This thematic and geographic approach formed the basis of the resource mapping exercise which; as set out in the IC; must be repeated annually; as well as the tracking of the actual disbursements of contributions from the main program donors; in order to monitor compliance with the various health financing commitments and the share intended for RMNCAH. This is part of strengthening accountability of program implementation; while ensuring that the use of resources is consistent with performance. The same type of analysis is also required of the government to measure its own contribution to the IC over time as well as the disbursements of the MOH in relation to the priorities of the IC at the central and decentralized level. In 2021; the RMET was updated and showed that 61% of the IC budget is supported through donors- funding. In addition; the IC gap is estimated at around 8% for the period 2021-2024. The new RMET will allow to update and better estimate contribution from each actor and gaps; as well as track commitment expenditures.
