• Tenders are invited for Construction of Preparatory Classes for Grandes Ecoles (CPGE) 1. This Invitation to Tender follows the General Procurement Notice published on the website of the Autorité de Régulation des Marchés Publics on January 19 , 2023. 2. The Ministry of Higher Education, Scientific Research and Innovation (MESRSI) has obtained, within the framework of the execution of its budget , funds and intends to use part of these funds to make payments for the Preparatory Classes for Grandes Ecoles (CPGE) construction project. This call for tenders concerns the first phase of construction work for the following structures : - Lot 1: Two R+1 dormitory blocks including equipment; - Lot 2: Academic block (laboratory and classrooms) including equipment; - Lot 3: Administrative block, library and meeting room including equipment; - Lot 4: Multipurpose land, a refectory, a sentry box, a group shelter, green landscaping and slabs including equipment; - Lot 5: Infirmary, site fence, drilling of a borehole, external latrines and septic tanks including equipment. The works for each lot will be carried out in Dalaba and more specifically in Sebhory within five (5) months. 3. The MESRSI solicits offers in sealed envelopes from eligible candidates who meet the qualifications required to carry out the following work: SEE THE FILE . 4. Participation in this open call for tenders as defined in articles 23 and following of the Public Procurement Code concerns all eligible candidates who meet the conditions defined in this Open Call for Tenders File and who are not concerned by one of the cases of ineligibility provided for in article 64 of the Code des Marches Publics. 5. Qualification requirements are: have an average annual turnover of two billion Guinean francs (2,000,000,000 GNF) for construction works carried out over the last three (3) years; have experience as the main contractor for the construction of at least two works of similar nature and complexity to the Works to be carried out during the last five years (to fulfill this condition, the works mentioned should be completed up to a maximum of at least 70%); have cash and/or credit facilities at least equal to 80% of the value of its financial offer and, where applicable, the conditions required in terms of the percentage threshold of the contract reserved for co-contracting or sub-contracting national companies or minimum number of key national experts, knowledge or technology transfer as a key component of an assignment or scope of works or services. Interested candidates can obtain a complete Call for Tenders file from the MESRSI Procurement Unit from Monday , February 20, 2023 against a non- refundable payment of 2,000,000 Guinean francs . Bidders will pay the price of the DAO according to the following distribution: - 50% to account No. 411071 of the Central Treasury Receiver; - 30% to ARMP account No. 2011 000 407 opened at the BCRG; - 20% goes to the Contracting Authority. 9. Tenders must include a tender guarantee in the amount of 1.5% of the amount of the tender .
